House is 68 years old and the front bedrooms are freezing in the winter; the flooring is wide planks that can be pulled up but l wanna put them back down-l need the storage space up there. The existing insulation is matted down.I've heard cellulose is the best thing to blow into this space.Would it make sense to take up the flooring, remove the old insulation, replace it with new, then put the floor back down?l believe the compacted cellulose will provide the best R value.

What is the best way to insulate a walkup attic where flooring exists

There is a new product from Owens Corning that is a blow in fiber glass insulation. It costs 3 cents per sq ft more than cellulose. It wo not settle down like cellulose and it is fire retardant. You can rent the machine buy the day or buy 10 bags of insulation and get the machine for free. You can find this deal at H. D. This insulation is good only for attic spaces.

i am not a pro but it sounds like you have somewhat the same attic arraignment as we have. the previous owners had blown in insulation under the floor boards and it is very effective. we do not loose heat to the attic. but its pretty messy when we have to open it up to fix wiring and such.
