Personally, I recommend cork. It is resilient, soft, antibacterial & easy to clean.
If u do go with it, make sure u buy a quality product. While it is excellent for dogs joints, it is soft & if u do not get a quality product, it can scratch or gouge.
Use this buyer is guide to help u make the right choice. http://findanyfloor.com/BuyingGuides/CorkBuyersGuide.xhtml

Carpet is the best thing for an arthritic dog to walk on. Or you can get non slip booties.
I just got the dogs winter catalog from Dr. Foster & Smith and they had some sticky pads that go onto the dog is pads like bandaids, and were non-skid. They were thin, did not seem to be hard to apply, and would help the dog on slick surfaces indoors.
I tried looking online for it but it is not in their online catalog. You can contact them via email though. It did look like a good idea.

Rough lino should do the trick??
I have put down throw rugs with grip backing to help both older dogs and cats walk across slick surfaces which gave them no''traction'' and made them afraid.
If you do not want to put rug down, which is probably not practical in a kitchen really.. you might want to try Shaw is Paw Wax.. it is supposed to help keep the dogs from slipping.. http://dogcatetc.com/019cl-s091.html
Get a couple rugs and cover the area the dog walks on! or rubber mats!
I had an older dog with this same problem and I went to Lowe is and bought some inexpensive rubber backed carpet runners to put on my kitchen floor, and foyer tile floors. It worked great for her and helped keep the dirt from being tracked onto my living room carpet. You can get it cut to whatever lenght you want.
